The consistency does appear to be a dilemma, but continue to keep calling to talk to an advisor till you can get a refund. It's taken me 4 phone calls to them but I've now been given my entire refund without needing to publish the item back.Having said that, these limitations may perhaps change with regards to the unique plan or state regulations.
